On May 14, 2025, the Central Institute of Natural Resources and Environment Studies (CRES) held a meeting of the Council to evaluate the doctoral thesis for PhD Candidate Duong Anh Quan with the topic: “Assessing flood risks in the context of climate change for sustainable development of the urban core area of Can Tho city”, Major in Environment and Sustainable Development, code: 9440301.04.
Attending the thesis defense of PhD Candidate Duong Anh Quan were: Assoc.Prof., Dr. Nguyen Hieu, Permanent Deputy Director of Vietnam National University Hanoi, who is also the PhD Candidate’s supervisor; On the side of the Central Institute of Natural Resources and Environment Studies, there were: Assoc.Prof., Dr. Luu The Anh, Director – Representative of the training institution; Assoc.Prof, Dr. Bui Ngoc Quy, Deputy Director and also the PhD Candidate’s supervisor; On the side of the PhD Candidate’s working agency, there were Associate Professor, Dr. Le Duc Tinh, Head of the Department of Geodesy – Cartography and Land Management, University of Mining and Geology; staff, lecturers and postgraduates working and studying at the Central Institute of Natural Resources and Environment Studies, along with many friends, family and colleagues of the PhD Candidate.

Under the chairmanship of Prof. Dr. Truong Quang Hai – Chairman of the Council, the Council approved the scientific background, research achievements, learning process and scientific research results of PhD Candidate Duong Anh Quan during the implementation of the topic and listened to the Candidate’s brief presentation on the main results of the thesis including: Urgency, objectives, objects, scope of research, content and main results of the thesis, etc. The Candidate focused on presenting 2 new contributions of the thesis: (1) Having built a suitable set of tools to assess socio-economic risks caused by flooding for the urban core of Can Tho City using modern methods (modeling combined with GIS technology); (2) Having experimentally assessed and quantified socio-economic risks caused by flooding, thereby determining the impacts of climate change on the urban core of Can Tho City.
After the presentation of the main results by PhD Candidate Duong Anh Quan, 3 reviewers and members of the Council gave comments and suggestions for the Thesis. In which, the comments all assessed the Thesis as a new research, having scientific and practical significance. The new results of the Thesis contribute to supplementing and perfecting the theoretical basis, methods and procedures for assessing flood risks in coastal cities, in the context of being strongly affected by climate change and rising sea levels such as Can Tho City. At the same time, the research results of the Thesis provide an assessment framework for localities to refer to in assessing and quantifying urban flood risks, promptly developing and implementing proactive solutions to adapt and minimize risks. In addition, the research results of the Thesis can be applied to other coastal cities with similar conditions and have scientific value for reference in research and teaching in the fields of environment and sustainable development, resource and environmental management.
The Council unanimously approved the research results of PhD Candidate Duong Anh Quan with the result of 07/07 votes in favor. However, the Candidate also needs to review and edit according to the Council’s Resolution to better complete the thesis before submitting it to the Training Institution, VNU Library and the National Library.
On behalf of the training institution, Assoc.Prof.Dr Dr. Luu The Anh, Director of the Central Institute of Natural Resources and Environment Studies, sincerely thanked the council members, experts and scientists for taking the time to participate in the Thesis Evaluation Council and hoped that in the coming time, CRES would continue to receive the attention and support of scientists in the training and scientific research work of the Institute. On behalf of the Institute’s leadership, the Director also sent wishes of health, happiness and success to the council members, scientists, delegates and especially congratulated the new Doctor Duong Anh Quan and his family, wishing the new Doctor to promote what he has learned and researched during the thesis research process at the Central Institute of Natural Resources and Environment Studies to continue to improve his professional qualifications, contributing to spreading the knowledge he has learned for training and research work at the working agency and serving the community.
