Field survey at Cat Ba Archipelago’s Biosphere Reserve
From 22nd to 28th August 2016, the Centre for Natural Resources and Environmental Studies (CRES), Vietnam National University, Ha Noi (VNU) conducted a survey to Cat Ba Archipelago’s Biosphere Reserve. This activity is a part of nationally independent research project called: “Developing a set of criteria and process of monitoring and evaluation of management effectiveness of biosphere reserves in Vietnam”, managed by Ministry of Science and Technology and implemented by CRES. The aim of this field survey is to review the current state of management related to conservation and development activities at the Cat Ba Archipelago’s Biosphere Reserve.
Joining this survey has various scientists having expertise in natural and social sciences and policy analysis coming from many research institutes and universities such as: Centre for Natural Resources and Environmental Studies, Institute of Ecology and Biological Resources, Vietnam Environment and Sustainable Development Institute, Institute of Anthropology, University of Natural Sciences, VNU, Vietnam National University of Agriculture, and MAB Viet Nam.
Working with Hai Phong city’s Department of Agriculture and Rural Development and Management Board of Cat Ba Archipelago’s Biosphere Reserve
During the field survey, the research group has worked with Hai Phong city’s Department of Agriculture and Rural Development, Management Board of Cat Ba Archipelago’s Biosphere Reserve, and Management Board of Cat Ba National Park, which is the core zone of the Biosphere Reserve. For local authorities, the research group has met with People’s Committee of Cat Hai district, Xuan Dam, Viet Hai, Gia Luan and Phu Long communes and Cat Ba town, which are located in the buffer and transitional zones of Cat Ba Archipelago’s Biosphere Reserve.

The research group has received a very enthusiastic reception of the local authorities and satisfactorily gathered enough essential information, including: (i) functions, tasks, resources and organizational structure as well as raising issues of the local government agencies; (ii) roles and levels of participation of the organizations and local authorities in planning, tasks implementation and monitoring, and management efficiency evaluation of Cat Ba Archipelago’s Biosphere Reserve; (iii) difficulties, challenges and proposed solutions for overcoming confronting duties of the Biosphere Reserve.

In addition to collecting information in an effective manner, in accordance with the set-out requirements, experts from the research groups has exchanged frankly and given recommendations to local agencies and authorities for better implementation of missions and promoting the strengths of local area in social-economic development, community based tourism and ecotourism, orientation for sustainable development and conservation of natural resources.

The results, obtained from the fieldwork at Cat Ba Archipelago’s Biosphere Reserve and incoming surveys at other biosphere reserves, are going to help the project to fulfill its main mission – “developing criteria and process building of monitoring and evaluation of management effectiveness of biosphere reserves across Viet Nam”, that contribute to the better management of the biosphere reserves and support effectively in conservative activities and sustainable development of Viet Nam
